Example I have to complete a 1.5 mile run in 12.59 and I have to reach a certain distance in the sit and reach. Who decides what the standards are. Where are this numbers populated from?

Usually, but not always, a doctor or panel of doctors hired to be health counselor’s to an organization. Sometimes these standards are based on specific job requirements, and sometimes they are just based on the accepeted norms of physical ability. For example, the sit and reach may have more to do with your normal range of motion, whereas the run probably has more to do with your job performance.

The times and measurements for the physical fitness testing is a compilation of the past years tests and they take the whatever percentile is passing and take the averages for that percentile over the last however many years. They do it on a state and national level. I couldn’t tell you exactly what percentile would be the standard for passing and I’m sure it varies across the country. They will typically take the standard from the state statistics rather than the national statistics.

This is based on the high school physical fitness testing which is what I am assuming you are talking about.
